PROGRAM MANAGER, Team DigiFlight AMCOM EXPRESS Blanket Purchase Agreement, Ashburn, VA (June 2009- Present). Manages/monitors all aspects, to include cost, schedule and technical performance on all task orders being executed by the team and engages the Team as necessary to perform actions related to the BPA either issued from the government program office or from DFI management. Performs marketing and business development focused on AMCOM EXPRESS BPA consumers to Support AMCOM EXPRESS task order proposals for DFI.
COMMANDER, JOINT PRISONER OF WAR/MISSING IN ACTION COMMAND, Hickam, AFB, HI: (June 2005- January, 2008). Chief executive responsible for world-wide Joint, Multi-national recovery operations of 88,000 missing Americans. This included all aspects of management, training and air and ground operations, as well as the largest forensic laboratory in the world. Developed and managed a $46 million budget and diverse work force, which included Department of the Navy Civilians, Army, Navy, Marine and Air force personnel. Served as the senior U.S. government representative for POW/MIA issues for technical negotiations with foreign governments for host nation agreements, operations and research.
CHIEF OF STAFF, NATO KOSOVO FORCE, Pristina, Kosovo: (August 2004-May 2005). Chief Operating Officer for directing, establishing priorities and management of a Joint, Multi-national 17,000 member force from 32 nations engaged in anti-terrorism, information operations, security, nation building and employment of local nationals. Led the planning and operation for Ramush Haradinaj’s surrender to The Hague. Coordinated NATO efforts for Admiral Mullen with the UN Kosovo delegation, NGOs and neighboring states. Served as the senior U.S. military representative in Kosovo for the U.S. European Command.
DIRECTOR, HUMAN RESOURCES POLICY DIRECTORATE, Washington, DC: (June 2003-August 2004). Senior Executive who led a staff of 50 and directed U.S. Army policy and programs for Equal Opportunity, Army regulations, Retirement, Drug and Alcohol, Women in the Army and the human dimension of Readiness for the Army. Developed, coordinated, instituted and maintained the Rest and Recuperation and Wounded Warrior programs for the Chief of Staff of the Army.
PREVIOUS WORK ASSIGNMENTS: Director, Center for Army Leadership, Fort Leavenworth, KS 2001-2003, led the Army effort with a staff of 100 responsible for leadership doctrine, leader development and the concept of self-aware and adaptive leaders. Developed and orchestrated studies that produced Army-wide leadership initiatives such as the Army Creed and values. Provided leadership instruction to 1,000 military and 5,000 civilian students annually.
Chief, Operational Plans, US European Command, Germany 1999-2001, directed a 15 member Joint Staff planning for Crisis, Contingency, Emergency and Strike planning for 91 countries throughout Africa, Europe and the Middle East. Chief, Joint Exercises and Training, U.S. European Command, Germany 1999-1999, responsible for Joint Exercises and Training of over 80,000 European Command members and USCINCEUR $75 million exercise strategic lift budget. Commander, 18th Aviation Brigade (Airborne), Fort Bragg, NC 1997-1999, Executive responsible for leadership, training, equipment fielding, resource management of over 2,700 soldiers and the employment and maintenance of over $1.5 billion worth of equipment, including 270 aircraft and related vehicles and support equipment with a budget of over $5.7 million.
